PREAMBLE The Vietnamese Student Association (VSA) is an organization, which is a proud standing among all American colleges. The VSA at Binghamton was established in 1993 as a mean of bringing together the Vietnamese students. We the VSA acknowledge and strength from the unity of our members. From the Vietnamese proverb means that one person cannot make things success, but 3 people can make a great success. We have a goal, and with this great designated group, we will become successful.

SECTION I
Purpose:
The purposes of the Vietnamese Student Association at Binghamton University, are exclusively: to unite Vietnamese students, to promote Vietnamese culture to the University's students, as to get involved with Vietnamese community in the Binghamton area, to reach out and be connected with VSA at other Colleges/Universities.

SECTION II
Executive Board:
The Executive board is responsible for carrying out their duties with strength and dedication. To designate their time to make VSA more successful. Also, to promote the purpose of VSA at Binghamton University.

President:

Make committee appointments and exercise responsibilities as outlined elsewhere in this Constitution.
Chair and holds weekly meetings with the Executive committee for the main purpose of coordinating the activities of the committee.
Will have the responsibility for all personnel decisions concerning the office staff of governmenting.

Vice President:

In the absence of the President, he/she assumes the duties of the President.
Will succeed to Presidency if it become vacant.
Supervises the coordination of all events position sponsored by VSA.
Serves as a member of the Executive Committee.

Treasurer:

The treasurer serves as the assistant to the ASU Vice President.
The responsibility of the treasurer is to make records and handle all money coming in and out of VSA.
The treasurer is in charge of fund-raising.

Secretary:

The secretary helps the President with all information that are to be distributed during meetings.
He/she must take notes during the meetings, and should repeat all information from the previous meeting to the next one.

Publicity Chair-person:

This branch is in charge of creating flyers and distribution.
Also, during the special events he/she should make all advertisements.

Social Chair-person:

This branch organizes all of our special events and activities.
Here, the person creates his/her own ideas on events before the next meeting, which is to be presented to the group.
Encourages students to join and become actively involved.

SECTION III
Membership:

We, the students, have the right to vote on the activities.
All members share equally in the rights, amy participate in the elections of the executive board member, and in all events.

SECTION IV
Vacancies:

If the position of an executive member is open
If the person is no longer an active member of VSA

Replacements:

If the President resigns
If the position becomes vacant by the 2nd week of class
If the person with the position does not do his/her job as stated by the constitution
